Dijkstal Committee champions differentiated approach to top incomes

In its opinion on the standardization of top incomes in the semi-public sector, published last month, the Dijkstal Committee recommended to take into account the great variety of segments and the activities covered by them in the sector.

The Committee explicitly excluded specific professions, organizations and activities from the sector, such as professionals in the health sector, charity organizations and power supply. Education, health care and welfare, housing corporations and the media do fall within the scope of the semi-public sector.

For the purposes of marking out standards, the Committee considers three criteria decisive: is it a legal entity with duties defined by law, does the duty fall within the scope of public interest and is public finance involved. Another essential element is the extent to which market forces have effect on the segment or the activity.

Finally, the options for standardization that the Committee suggests are –summarized: disclosure, a compulsory remuneration code or a salary ceiling. In its opinion, the Committee sets out in a table which standardization should be applicable to the various segments and activities within the semi-public sector.

The odds are that the Cabinet will state its position following the Dijkstal advice.
